Intermittent Headlights

When the lights go out in Georgia.....

Saab 9000 CDE 1995
Both Low Beam Headlights go out intermittently. Have replaced the lamps
repeatedly, thinking it was just a dead bulb. Replaced the headlight
switch on the dashboard. By the way, both low beam headlamps go out at
the same time a while back it was just one or the other headlight.
Turning them off and then backon will randomly turn them back on or not.
Odd thing is the High Beams seem to work even when the low beams have
turned themselves off. This is why I think there is some special issues
at work here. I would like to be able to tell the technician's exactly
what to look for. I understand there is a short here somewhere. Can
you folks narrow down my options?
