The automatic climate control is programmed to work this way. The
instruction manual will explain how to store a different start-up
setting.

This click means that the solenoid control circuit is working and
limits the fault to a bad connection somewhere between starter and
the battery or a faulty cable. The starter itself or could also have
an intermittent problem was it new or rebuilt? Open up and clean the
connections with an appropriate product. This is definately a minor
problem on a saab scale. It shouldn't be a difficult task for a
competent mechanic to track a fault in such a simple circuit.

A way to check this is to put a current meter between battery and
feed cable and remove fuses in turn. You should find the circuit
that draws the current. Then you can start to go through connections
of components in this circuit in a similar way monitoring the
current draw from battery.

There is no reason to part out a Saab if engine and gearbox are in
good condition and body is not badly rusted or wrecked.
