The 9000 uses an air mixing flap rather than a valve. It mixes
cooler air from outside with warm air from heater core.

First thing worth a try is running calibration program by pressing
AUTO and VENT (or lowest button on right) in simultaneously.

If the servo and cable are working the next step would be check the
attachment of the cable to the small plastic arm on the flap. The
cable has a loop in the end that slides over a cylindrical part of
the flap control arm. It is locked in place with a locking plate. At
the same time check the control arm, these are known to brake and
Saab has a metal replacement part to fix it.

If this arm is not broken then the flap itself may be. Try to check
the small axle end at the opposite side of the control arm to see if
it rotates. You can also carefully remove the control cable from
the control arm and move the flap by hand. You will notice if it is
not working correctly.

If the flap is faulty then you will have to remove the blower motor
housing to replace it. You will find a lot of information in the
archives about heater core and fan blower motor replacement.

In any case you do not have to remove air conditioning evaporator,
you can slide it enough to the side. Depending on the type of 9000
you have CC or CS, n/a or turbo. You may not need to remove bonnet
or wiper mechanism.
