Key Fob Remote

We purchased a used 1999 SAAB 95 SE recently & the selling dealer had to
order a Key Fob remote as the car did not come with one. When we took the
car & Key Fob remote to the local dealer to have it programmed to the car,
we were told that it could not be done as the car had a trunk mounted CD
changer originally, but the car no longer has it & since it was never
'removed' from the cars software operating system the Key Fob Remote cannot
be programmed into the car unless the original CD changer is reinstalled.
Failing that, the original trunk mounted cd changer needs to be reinstalled
& then uninstalled from the car correctly, from the software operating
system.

We were also informed that if there were any error codes/check engine/etc.
displaying, these could not be cleared because of this. That I find really
hard to believe in light of OBDII regulations, and, if true, is something
NHTSA needs to be made aware of, as that would directly affect the
safety/emissions of the vehicle.

Is what I was told correct, or do I need to take this to another SAAB
dealer? Thanks
