Intermittent TCS and Check Engine Fix & PC OBD II Tools

Once again my mechanic has solved the hard problem.
(1995 9000 Aero)
SYMPTOMS:
My 9000 Aero was intermittently (once per drive of 20-30 minutes)
dumping into 'Limp Home' mode with the 'TCS OFF' and 'Check Engine'
lights illuminated. The 'Check Engine' would stay lit all the time
after the first 'Limp Home'. Shutting down and restarting would only
sometimes clear the problem

DIAGNOSIS:
The flash codes from the 'Check Engine' light was five blinks, which,
according to the factory Trionic manual (sec 2.7), is the Throttle
Position Sensor. However, this is a total red herring in a TCS system.
Instead, my mechanic had to use a scan tool to get past the Trionic
module and into the TCS module whereupon he got the information that
the 'Safety valve' was bad.

REPAIR:
The safety valve is a solenoid valve that sits on the passenger side
of the firewall. It has two vacuum lines, one to the manifold and one
to the throttle, and it has a third stub line to free air. Two screws
to remove.

A bench test (30+/1 ohms, proper air flow) showed no abnormalities,
but of course, it's an intermittent.

QUESTIONS:
Has anybody tried any of the PC based OBD II tools? Is OBD II
backwards compatible with the OBD I in the 1995 cars?
