Actually speed rating is a function of the tires ability to withstand
rotational forces, ability to disapate heat (and withstand heat0.  In other
words the ability to go fast without blowing up. This may or may not indicate
a stiffer sidewall, brand to brand and in a product line. etc...

And tire pressure. Have not checked modern suspensions for this... but in the
old days (70's) generally speaking lower rear pressure to front pressure
would lead to over steer (back end swinging out) and higher to understeer.

Aaaaarrrrrgggghhh!!!!!!  Speed rating of tires is a function of sidewall
stiffness, which means everything in handling and feel.  A driver in tune
with his vehicle can appreciate the benefits of H, V, and higher rated tires
in everyday driving without breaking any laws....well, at least you don't
have to drive like an idiot.
