First ensure that there is no wax in the jet, paper clip will do.

There is a one way valve at the 'T' (in the hood itself) where the hose
spits going between the two nozzles. Simple unplug it from the pipes. If
you can blow through it (in the direction of flow, blocking the straight
through path to the passenger side), it is OK. It is a one way valve.

Unfortunately, your description is consistent with a common issue, when the
actual pump is in it's early stages of failure. 1st the driver stops
working, then pressure drops to passenger, then almost nothing. The pump is
known to fail, and is a GM part. It is not cheap but is fairly easy to
replace. I had to do it when the car was about 4 years old.

Remove the front of the inner fender liner (requires loosening some of the
other front stuff like the spoiler and underskirt), a bit fiddly but easy
enough. The pump just pulls out of a rubber grommet. Unhook the hoses and
the wires and replace.
