I was going to get suggest observing the hot/cold air distribution flap
position, but then I remembered that this sort of behaviour is usually the
result of a malfunctioning cabin air temp sensor unit.

This is a combination of a small electric fan, and a heat sensor. The fan
pulls air from the cabin, through a small opening under your seat heater
controls, across the heat sensor, and this gives the ACC unit the cabin air
temp info it needs to properly set the hot/cold air distribution flap
position.

The problem is, your ACC unit thinks it's a LOT hotter in the cabin that it
really is. Why ? Probably because the little fan in the cabin air temp
sensor unit has stopped turning. These things are a common problem in all
9000 cars. Initially, the fan starts to make a buzzing noise. This can go
on long enough and get annoying enough to prompt the driver to replace the
unit. Sometimes the buzzing noise goes away and the problem temporarily
fixes itself. Other times the buzzing noise goes away because the fan dies
completely, and then the system behaves as you described.

So, you need to check that your fan is spinning, by pulling out the switch
blank next to it and looking in through the hole. The unit is removed by
pulling off the grille panel, and pushing it backwards into the dash. You
can retreive it from behind the dash either through the ACC unit hole (after
pushing out the ACC unit through the ash tray hole) or through the SCC/Clock
hole.

The cabin air temp sensor unit is part number 96 30 740. It's somewhat
expensive from the dealer. http://www.eeuroparts.com

Check again on page 16. The SCC units are switched by holding all three SCC
buttons depressed for at least 4 seconds. The SCC (digital clock) didn't
come as standard equipment on a '95 CS model. Did you add it yourself, or
was it already there when you bought the car ?
