Cruise Control Speed Transmitter

My daughter's '92 900S 5 speed has an inoperative cruise control. I
performed all the tests outlined in the Bentley manual as well as those given
on the excellent Townshend website. It appeared to be the cruise control
ECU, so I ordered a used one from a NINES advertiser. When I installed it,
the cruise control still did not work. The advertiser is sending me another
used one- hopefully this one will be okay. Evidently, these are common
failure points on C900's.
However, I am haunted by the feeling that the speed transmitter
mounted behind the instrument cluster may be bad. Both Bentley and Townhend
say to check for voltage and ground in the connector to the transmitter (ok)
AND a voltage signal in the third (blue) wire going from the connector to the
cruise control ECU- only when the car is moving. I have about 6.8-7.2 volts
to the ECU at any speed above a crawl. The voltage does NOT increase with
road speed. I assume the ECU measures the frequency of the AC (?) coming off
the transmitter. Am I correct?
What should I measure as output of a working cruise control speed
