Had a similar sounding  problem twice in 8 years with our '88 9000.  It
was the headlight relay both times.  However, I don't know if the '95
9000 uses the same type relay.  However if it does, the problem with the
'88 relay was excessive heat at the solder joint between the relay
circuit board and the pin at the base of one of the relay internal
switches.  All the current for the low beams passes through this
connection.  Over the years the solder had withdrawn from the pin
creating an intermittent connection and hence blinking/no low beams. The
first time this happened I replaced the headlight relay (~$70) and
everything was fine for about 4 years.  The second time it happened, I
opened up the relay and resoldered the pin to the circuit board, popped
it back into the car and everything worked fine.  That is until I
inadvertently shorted out some of the electronics on the relay circuit
board while admiring my handy work.  A few days later I put in another
new relay (only $45 this time) and everything works fine again.

Finally, the problem of only one or the other light working sounds like
a bad connection at the headlight or, as you thought, a bad bulb.
