Fuel Sending Unit

The fuel gauge on Jean's 1994 C900C is reading 3/4 when it is filled -
even over filled. I figure it is the sending unit, which doesn't seem to
be too difficult to replace per Haynes, but is there any test to make
sure?

Also, what's the perceived wisdom as to how full the tank should be when
replacing the sending unit. My inclination says pretty full to lessen
the fumes.

Double also - is the saab special tool pictured in the Haynes necessary
or will something else do? I couldn't tell from the pictures.
