Automatic Climate Control

I have a 1996 900 SE Turbo and for the past 6 months I've been noticing a
problem with the Automatic Climate Control (ACC) System fan. Sometimes
I'll get in and want more air volume and when I press the up button to
increase the fan speed, the bars on the fan speed display moves to show
that I've selected full fan but, the fan doesn't increase. If I leave it
that way it will eventually go to full fan speed, but sometimes it takes
anywhere from 2 to 15 minutes or more. I've tried several things to try
and figure out if it's the fan or something in the control board and this
is what I've noticed so far:

1) The ACC display appears to respond to all the commands that I give it.
Econ, up and down fan speed, Auto, temperature adjustments, defrost, etc.
It's just that the fan speed doesn't match what's shown in the display for
the fan speed (i.e. there is little or no fan).

2) The behavior is very erratic. Sometimes it works and sometimes it
doesn't and you sometimes get working and non-working behavior during one
20 minute road trip.

3) Sometimes when I get in the car and start it, I can't adjust the fan,
but sometimes it works fine.

4) While driving along, after having tested the fan and being able to
adjust the fan speed, I'll try adjusting again and it won't work. Once
again, if I leave it in the high fan speed setting I will eventually get a
high fan speed, but I never know when I'll get it.

Now that it's getting cold it would be nice to have some fan speed so the
windows would defrost. Anyone have this problem on their ACC System and
what was your solution?
