Henry, this is a clasic sign of a failed thermal switch in the radiator.
You do not mention what model SAAB your mother bought. To test the switch
in a 900, the switch will be in the upper drivers side of the radiator.
Disconnect the two wires from the switch and short the wires together, If
the fan starts, then the fan switch has failed. Another way of doing this
is to pull the leads back slightly from the switch prongs and short the
prongs together with a screw driver.
If you have a 9000, the switch is located about half way down the radiator
on the passenger side. Do the same test as above.
A classic sign of the temp switch failure is that the fan does not run when
the temp guage is over half and the car is switched off. The fan should run
for several minutes to help cool the engine if it is hot and the car is
switched off.
You can but a replacement switch at discount import or similar after market
auto store. VW uses the same switch so they are common aftermarket parts.
