High Beam Failure

I have read several postings in regard to this topic but to date, nothing
has worked. The high beams on my 87' 9000 are no longer operational, the
low beams work fine. Before they went out completely I could tell something
wasnt right. When I switched from low to high beams there would be a delay
or a period of darkness for a few seconds before the high beams would kick
in. Over about a month the time it took to switch from low to high
increased to I would say about 5 seconds until finially total failure. I
have replaced the bulbs, checked the fuses, and checked the relay
connections and it's interal soldering connections- all look fine. I dont
even think the relay has anthing to do with the high beams in pre 1988
9000's anyway. I took off the directional/cruise control/high beam cluster
unit and checked the plastic square that triggers the connection for
deterioration or meltdown but it works fine. What am I overlooking? Is the
wiring bad? Please help.
