A/C Off

Some time ago I programmed the climate control system to start up in the OFF
position. Yes, I did not want to engage the climate control system (mainly
the compressor) upon startup. Seemed to work as desired...fast fwd about 4-5
years...Upon starting the car, the system appears (no lights on CC console)
to be off, however there is very cold air coming from the A/C vents at a very
low, but noticable air flow. Turning the climate control system ON, then OFF
seems to turn off the airflow, *sometimes*. Since I don't drive the car
much, I can't remember what 'normal' is..but I would think OFF should
represent NO airflow in the A/C vents. True? If so, and suggestions what
might be causing this seemingly strange behavior?
Thanks for your help,

Regards,
John
