Intermitten No Start

Hope some can provide help on this.

For the past 6 months I have had an intermittent no start on my 91 9000CD.
It doesn't happen all the time, but seem more often when the outside temp is
above 70 or so.  Battery is in good condition so it is not the problem or at
least I don't think so.  Starter seems fine when it does crank and start.  I
have cleaned the contacts of the Safety Starter switch under the shifter
console, battery cable connections are clean both at the battery and
starter.  When it will not start I hear a click under the dash of the
passenger side, but nothing else.  Sometimes I will hear the click under the
dash and in the engine compartment.I have checked everything I can possibly
think of and keep coming up at a dead end.  I would rather not start
installing parts and end up not fixing the problem.  With the key in the on
position the voltage displayed on the dash shows 10.3-11.8vts.

This is becoming a major PIA for me as this is my wife's car and she has
gotten stranded too many times, and we all know what kind of mood that can
do to a wife.

Any help would be greatly appreciated.
