AIC Idle

I have a 1984 900 Turbo (8V engine) that's been sitting for a few
years. I finally got it to run - sort of. In order to get it to start
when cold, you have to floor the gas and keep cranking it. Ususally it
starts, then dies. After about 10 trys it will finally idle - barely.
The more the car is run, the better it seems to get. The motor will not
rev past 2500 rpm, idles poorly, and is not responsive to the throttle
at all. Some of it may be due to bad gas, but I just put a bunch of
fresh stuff in.
Here's my question: I took the hoses off the AIC and looked through
it. When off, should the AIC be completely closed? It looks like there
is a notch in the valve. In other words, I can see light coming through
from the bottom.
This weekend I'll be taking things apart and cleaning them, but I need
to know if I have to do some junkyard shopping for a new valve.
