The not-so-hot air and the gurgling noise could be the result of an improper
aftermarket thermostat. I would recommend a new original-SAAB thermostat,
to be purchased from an official SAAB dealer. After replacement, make sure
you purge all the air out of the cooling system by using the bleeder screw
that's located on the thermostat housing.

The erratic gauge operation could be an electrical problem. With the car
running, unplug the wire from the temp sensor (under the thermostat
housing), and check that the wire has 12V on it. Check how the gauge
behaves when the wire to the temp sensor is disconected (gauge should show
full-hot), and when it is grounded directly to a clean cylinder head surface
(gauge should show full-cold). If you wish to test the resistance
characteristics of the sensor itself, it should have the following
characteristics:

20 degC, 700+/-30 ohm
80 degC, 74+/-2 ohm
90 degC, 54+/- 1.2 ohm
100 degC, 40+/- 1 ohm
