Went throught the same thing with my '84, it might apply to your car also.
The dealer instructions called for replacement of the throttle control arm
when replacing the heater valve with an updated version. The cost just for
the new control arm led me explore an option. With the new heater valve in
place, the throttle control arm would strike the valve when fully depressed,
but only by a small margin. I removed the control arm and gently bent it
sideways, only a little is necessary. When I put it all back together, it
worked fine, and I saved replacing the control arm and about $85 to boot.
