You say you filled the system with freon last year and it worked fine. This
year, the compressor is working but it's not cooling. Please don't take
offense at this, but are you absolutely sure your compressor clutch is
engaged? The pulley turns all the time whether the clutch is engaged or not.
If the clutch is indeed engaged and it's not cooling, then I would suspect
that it has leaked out it's freon and the low-pressure switch isn't working.
When you look in the sight glass, no freon will look the same as full freon.
All the sight glass will tell you is if you are low; you'll see bubbles or
foam go by.

If I were you, I'd go buy a gauge and put on it to tell you for sure if there
is freon pressure or not.

On a side note, I've had very good luck with my car with the do-it-yourself
R134 kits. If you have a working system, you can take it to someone to have
the old stuff evacuated and a vacuum put on the system. You can then load in
the R134 and special oil yourself. In my limited experience with two
vehicles, I have not found it necessary to flush the system. I guess I'm
losing a little volume that could be put to use cooling, but it does an
adequate job for our Ozark summers.
