Did you mean 'start' position here? That sounds pretty low for just the
'on' loads. Even if your fans are running I wouldn't expect 10.3 volts --
unless your battery has one bad cell, in which case 10.3 sounds just about
right.

I'd verify those readings with a known good voltmeter, right on the battery
posts, and at the starter. Measure at the big power cable to the starter
anytime, and also at the smaller starter solenoid wire when it should be
cranking. If this is truly intermittent, I'd string some small 'speaker
wire' from both of those points into the passenger compartment and keep the
voltmeter hooked up to the solenoid wire, so it is easy to check both
voltages when the problem is actually happening.
