I don't know about all the circuits that run through fuse 19, but here are
some tips that might help:

Your '91 has a a pretty lame alarm system. The first thing to do is to
reset it, by turning the key in the driver's door lock from the neutral
(vertical) position to the unlock position (counter-clockwise) THREE times
within about two seconds.

As for the locking system, the driver's keyhole controls all the locks.
Open driver's lock, all locks open. Close driver's lock, all doors close.
There are five lock actuators: Passenger front door, both rear doors,
hatch, and gas-filler-door.

When the car is locked by means of locking the driver's door, the alarm is
activated. If you then unlock the passenger door, the alarm does not get
de-activated (like you'd expect), and instead gets somewhat confused. So,
try to avoid unlocking the car from the passenger side !

SAAB started with this alarm in 1990 I believe. It wasn't until 1993 that
they hooked the passenger lock up to unlock/lock all the doors, at which
point it gets a little more fool-proof. It wasn't until 1995 that they
enabled the use of a keyless-entry remote.
