Unless there is some fine print in your auto insurance policy, you
are not forced to 'total' the car and turn the car over to the
insurance company. If you did accept a total, the title transfer
would go the 'salvage' route. Here's what I think happened and here's
what you can try to do.

The insurance company person you talked to probably isn't used to
people wanting to keep cars that they are willing to total - so that
may be the problem. When you presumably get through that, you can
expect the payment they offer you to be a few hundred dollars less
than what they'd give on a 'total' since they get nothing that they
can sell for salvage value.
