John,

Where are you located? Can I assume from your message that your brakes work
properly? ;-)

All the rest of this stuff sounds like typical 99 fuel/electrical gremlins.
The electrical stuff is almost certainly grounding related. I don't recall
exactly where the ground under the dash is, but this sounds like one of
those deals where you need to literally go through the whole car and re-do
every ground (disassemble, scrape/sand/brush, apply dielectric grease,
reassemble, tighten, etc.). Especially look out for wires that have
corroded off at the terminals or just inside the end of the insulation.
Also you will need to do the same with all the main power connections at the
battery, starter, and alternator. Next stop is the fuse panel. Remove the
two screws that hold it to the inner fender, turn it over and go at all the
terminals underneath where the wires come in and go out. The drill here is
to remove each terminal, clean both parts, re-tension the female by SLIGHTLY
squeezing it with pliers, and then put it back on. While you're at it,
clean and re-tension all the fuse holders. If that doesn't cure your
problems, you may need to go into the dash and check the connectors for all
the devices that are giving trouble, but I doubt that will be necessary. I
can try to scan or copy the wiring diagram from the Saab Service Manual for
you, but they are the same ones as in the Haynes manual maybe just a little
larger. Let me know if this will help.

As far as the fuel system, I think it is the same drill. It's very tough to
start with a 23 year old car and try to diagnose a symptom down to one
specific cause. Chances are there's a lot of general degradation, dirt,
lack of adjustment, etc. throughout the fuel system, so I usually attack
them by going through the whole thing from one end to the other and checking
every component, connection, etc. Especially important is to clean
everything (Injectors, airflow plate, throttle body, etc.) and replace any
and all vacuum hoses to make sure there are no leaks. Believe it or not,
I'd suggest starting that whole process by checking the ignition timing.
Really what I'm recommending here is a thorough tune-up and fuel system
overhaul. A bit of a project, but you walk away from it with a car that
runs well and reliably and a lot of knowledge about what to look for if
anything should go wrong in the future! Again, the best bet here is to get
ahold of the Saab Service Manual which does a really good job of explaining
how the system works. You will also need access to fuel system pressure
gauges and injector cleaner and you may have to brace yourself for buying
one or two expensive Bosch parts to get the whole thing to work well - the
warm-up regulator is notoriously short-lived and, despite all the attempts
of owners, doesn't lend itself to being repaired. Injectors also tend to
get gunked up beyond repair. A new fuel filter is a must!
