I would guess the problem is in the sensor end of the system. I do
not know the details of the system, so I am speeking generically.
Temperature sensors are generally resistance devices. That is the
resistance changes with temperature. The temperature 'gage' in
the dash is just a glorified ohm meter.

Your manual or mechanic should be able to tell you where the
sensor is and what the normal resistance is. You can also learn
what the resistance is at different temperatures. I would focus on
the connections between the gage and the sensor. The gage will
count all resistance in the circuit (sensor, wiring,and connections)
in its temperature calculation.
