Seems that there is too much oil in the system what makes it harder
for the compressor to start, thus building ultra high pressure for very
short periods, less then one second each.
These pressure build ups can find their way out through the
relief valve.
I would drain the system with the AC recycling equipment and
weigh the oil that comes out. let the system as long time as it needs to
drain the oil.
Then flush the whole system with nitrogen and fill again with the
proper amounts of refrigirant and oil.
