It is not uncommon for the fuse to blow, at least in my 1991 900.
There should be several messages on this topic in the archives. The
fuse that typically goes is located under the hood, on top of the
passenger side front wheel arch. If the car has had right-side damage,
it's possible that something happened to this fuse.

In 91 900's, there are two 20-amp plug-in fuses. I recall from reading
posts here that earlier models (I don't know when the change was made)
have a different arrangement, but still in the same location. There is
also a fuse under the rear seat, but this has never gone in my car.
Finally, if the fuses are OK, you might try checking the safety
interlock switch on the parking brake. I've never looked for this, so
you'll have to get the service book or wait for someone else to post
the required info.
