Exhaust Smoke

My 1985 900 Turbo (196,000 miles) was recently in the shop for a new timing
chain, guides, and turbo.  My mechanic ended up swapping in the head off a
1991 engine (to supply coolant piping to a water cooled turbo), and a
rebuilt water cooled turbo.  After this work the car was seriously fast,
after adjusting the overpressure switch the turbo was boosting almost to the
end of the red zone on the turbo gauge.  While the car was idling it would
consistently start to smoke white/gray smoke from the exhaust. Somehow oil
(I'm using Mobil 1) was leaking into my intake, as there was oil in the
intake piping and intercooler. So my mechanic pulled the turbo, the
rebuilder said it had bad bearings and sent the cartridge back to the
manufacturer. Now the manufacturer says there is nothing wrong with it. What
could be causing that white/gray smoke from my exhaust if it isn't the
turbo?  Also, what's the boost limit of the Garrett water cooled turbo? (I
think the turbo was also a '91) After two weeks without a car I'm growing
impatient, any suggestions would be appreciated. Thanks for your time!
