A friend passed along a post to your group of the article about High
Intensity Discharge (HID) lamps and glare, written by Warren Brown of the
Washington Post. Mr. Brown's article had the problem right on the money.
Soon after it appeared, I sent the following email to two of the 'experts'
at the National Highway Traffic Safety(?) Administration - along with a
copy of Mr. Brown's article.

I have not had a reply.

Definitions for below
-ECE is the European vehicle code
-FMVSS is the US vehicle code
-NPRM is new proposed rulemaking by NHTSA
-DRLs is daytime running lights

Gentlemen,

The answers to these questions are NOT unknown, as Mr. Kratzke would have
us believe. The answers are absolutely obvious, and simple to implement,
IF safety were the real goal here, and you are willing to annoy the US lamp
makers to achieve greater safety for ALL drivers.

1. All HID headlamps MUST be self-leveling, or they will not be permitted,
effective in 6 months from the NPRM.

2. All HID headlamps MUST be ECE code, or they will not be permitted,
effective in 6 months from the NPRM.

3. All other headlamps MUST be ECE code, effective with the next model
redesign.

4. All other headlamps are permitted to be ECE code, effective
immediately.

ECE code is stated instead of the new harmonized beam, which would phase
out along with all former FMVSS lamps.

Done, glare solved, and MANY other safety areas like fog, rain, snow, etc.
are greatly enhanced. Plus, the goal of headlamp harmonization with the
rest of the world is immediately achieved.

You will find that the overhead sign problem does not exist and is bogus.
You will NOT get complaints about this from owners of ECE lamps - where you
get hundreds and hundreds of complaints about HIDs and high-glare DRLs.

GLARE is an issue - and needs immediate action.
