The last 9k that I have seen this on ('88 9000S) had the following problem:

The heater fan motor was getting old, and drawing higher-than-normal
electric current through it's power supply. This power supply is regulated
by a transistorized control unit, that is able to continuously vary the
voltage supply to the fan and thus provide a continuously variable range of
fan speeds at the command of the ACC2 computer. Well, this
fan-speed-control unit didn't like the excessive curennt demands of the
dying fan motor, and at one point something inside it failed. From that
point onwards, any non-zero speed request from the ACC2 computer resulted in
only maximum fan speed. A fan-off request turned the fan off. Same thing
you're describing.

So, you could probably fix the problem right now by replacing the fan speed
control unit, but pretty soon it might die again (and at US$125 it's NOT
cheap!). It's probably time for the inevitable fan motor and heater core
replacement job, which is normally quoted at around US$650 (not including a
new fan speed control unit).

Note to others:
If you're looking to buy a clean low-mile '93-'95 9000 CSE turbo, don't look
for the lowest-price special, or you'll be hit with expensive repairs like
this not so far in the future. I've got one for sale right now in the TSN
classifieds, which has had *every* such potential trouble component replaced
in the 1.5 years that we've owned it !
