Well with all problems, the best course to take is assume the simplest
answer is the correct one and work from there. You already started that by
checking the fuses. Next step would be to take a volt meter and put it
across the terminals of the pump and have your friend toggle the switch
again. See if you get voltage. At that point it become fairly easy to
figure out which way to go.

If you see a voltage, then it is the pump side of it. First thing I would
do in this case is unplug the pump and do an ohm measurement across those
same terminals. If you see a completely open circuit, then something is
broken or burned out inside. If you see a ohm reading, maybe the pump is
just jammed and can not move.

If you do not see a voltage then the pump is probably fine and it is
something from the pump back to the switch. Could be anything from a broken
or loose wire to a broken switch on the steering column.

But that would be my first step: pump getting voltage? The answer rules out
one side or the other as the problem.
