We have a '93 9000 CSE turbo which doesn't have a dedicated fuse, but does
have a special connector in the wiring harness designed to disable/enable
the light. To get to it, one must remove the felt under-dash panel above
the pedals. It is held on with very annoying one-time-use plastic
clip-things. Once the panel is off, look for a 2-pole connector hanging off
the harness, with it's 2 poles connected together with a short green wire.
Remove this connector, and the shift-up light will be defeated. Plug it
back in, and the light will come back. No need to disassemble the
instrument cluster to remove a bulb, or mess with electrical/masking tape.
You might have to replace the plastic things that hold the panel with new
ones, or use clip-nuts/screws/washers (like SAAB should have from the
start!).

Best regards,
