Fog Light Positions

Once again I've run the factory Bosch fog lights of my '91 900 convertible
into the pavement due to a sharp dip in the street. This time I'm
determined to do something more than just bend them back into position. It
looks like there are openings cut out of the plastic under-bumper grille
which would let the fog lights be installed about an inch higher and an
inch farther back - if one had the European license plate the bumper recess
was designed for. Installing the lights in these openings would allow 8.5
inches (21.5 cm) between them, and would place the light centers directly
below the bolts which hold the brackets to the bumper. Can someone with a
European 900 tell me if this theory is correct?

With the taller US license plate hanging down below the bumper, it looks
like they have moved the lights outward by using offset brackets, until
there are 13.25 inches (33.5 cm) between them to allow them to see past the
12 inch wide US license plate. With this spacing, the lights are forced
down and forward by a vertical rib of the under-bumper grillework.

So there are at least three options: Move the lights to (what I suspect is)
their original design position, and let the top inside corners be masked by
the US license plate. Move the lights, and also move the license plate (but
it would have to move completely forward of the bumper in order to move
up). Cut away the interfering vertical webs to allow the lights to move up
and back with their wider spacing, and hope the grille stays together
without them.

Before I do something drastic, has anyone tried any of these options? Or
found a better solution? If I succeed in moving the lights out of harm's
way, will the next dip in the road rip the whole plastic air dam off of the
bottom of the under-bumper grille?
