Yes the clutch is worn out, or it is not getting 12V. Make sure it is getting
its full voltage at the terminal and it is not reduced due to a partly broken
wire. I think the AC clutch takes a bit of current.

The clutch and freon should be seperate. I would think the clutch is
pressed on the end of the shaft. It may be something you can do in the
car. If the compressor has to come out of the car, then you have mess with
the freon. This would have to be done by a professional,

I would think the compressor and the clutch are fairly common aftermarket
accessories. Try an auto parts store or one of the TSN advertisers. For
cheap you could go to a junk yard.
