When I ordered my E-ZPass transponder from the NJ Consortium via
the web site, you could click on a link that would give the
specific models and years of vehicles that they believe could cause
signal problems if you use the windshield-mounted transponder.  Given
that list, I got the external transponder for my '98 900S.

The issue with certain windshields causing signal problems is not
with tinting but is related to two other things.  One is problems
with a built in windshield defroster/deicer system.  The other is heat
absorbing/reflecting windshields that the newer model Saabs have.

A friend who had the windshield transponder from an older car and
used it in a '99 9-3 had no problem even though the 9-3 is on the
list.  So, you can probably go whichever way you want to -- external
or internal transponder.  If you have problems with an internal,
you can swap it for an external.

If you plan to swap transponders between different cars rather than
get one for each, you'll want the internal one.
