Saab 99s (except '76-'78 GLE, if I recall) did not have power steering.
Hence they typically had high steering effort, especially if one is used to
a later 900 with P/S. A number of things can influence how high the effort
is, but keep in mind that this is a relatively heavy car with relatively
quick steering. If you think a GL steers hard, try and EMS or Turbo!
Static steering effort is high, but the trade off is wonderful road 'feel'
once under way. Wide tires, low tire pressure, and possibly some alignment
(or lack thereof) conditions can make the effort higher. Also, the 99
manual rack is filled with oil (I've always used gear lube, but check the
manual) which has to be squirted in through the rubber boot. If oil has
never been added to a 25 year old car, 'she might be a tad dry, as they
say'. I usually jack up the left front every 2-3 years, pull off the wheel,
loosen the clamp holding the rubber steering rack bellows and shoot in two
or three squirts of oil. I assume that if I get it too full it will just
drip out and be indistinguishable from all the other oil dripping out of the
typical 99.

PS: If it says 'GL' it's a '76 - check the VIN number; it should be
9976......... (a '75 would be 9975.....)
