As you will read in the upcoming NINES #245 (shameless plug), and as you
can see if you study Tire Rack's test pages http://www.tirerack.com,

season' tires sacrifice both wet road and dry road performance to provide
some measure of winter mobility. The P7000 WILL give better wet road
performance than the SuperSport. But, based on my experience a generation
ago with TRX performance tires, on snow they will be like slicks on a
skating rink.

When you build a '50' or below aspect ratio tire, just by virtue of its
proportions the sidewall flexes very little, and thus generates very little
heat. Add the nylon cap which seems to be universally necessary to provide
an 'H' speed rating, and the tire already is close to a 'Z' rating.
Further, the very low profile tires are more difficult to build - the
craftsman has to work slower to get it right, there is more tread rubber in
them. Finally, who buys tires in this size range except people willing to
put up with the risk of rim damage and the inherent extra expense in a '50'
aspect ratio except people who want performance? So the manufacturer takes
the minor extra step to give what is already a high=speed performance tire
a 'Z' rating.

The price difference between the two tires - who knows? - could be a
combination of marketing (supply - demand thing), smaller quantities sold
in the US which raises the per-tire cost of distribution, and maybe the
tread rubber costs more (even though it wears faster). Pirelli knows, but
won't say ;-)
