They should indeed come with the car. If they're not in your
'tool packet' in the trunk, then they were removed from the car
and not given to you. You can get some from a SAAB dealership
without problem.

Nope -- that's probably how it works. When I had a child seat in
my Subaru Impreza (a hatch back wagon), that was indeed what
happened with the seat tether, and it was rather annoying.

With my 9-3, the seat nicely tethers to the horizontal rear seat
post, and is very easy to put in and out.

Since child seat tethers are supposed to be very firmly
installed, it's probably not a good idea to install it loosely
enough to make it easy to do and undo. I'd advise installing it
with another person pushing down on the seat when you do the
tether up, and thus you'll likely need another adult's assistance
to do and undo it in the future.
