I guess I'd ask why one would want to do this.

By their nature foglights are short-range lamps. They're intended for use
in conditions (fog) where high-beams are counterproductive (that is, you
get nothing but glare back in your face when you turn them on.)

If what you're looking for is more light down the road, then yes, you
either need driving lights or just better headlights.

The Euro-spec H4 lights will provide more and better-aimed light on low
beam (where pretty much everyone does most of their driving, and where
driving around with foglights on in clear conditions brands one as a moron)
and the option of using 55/100W bulbs to get a whole hell of a lot more
light on high beam.

The Euro-spec lights are a little pricey but they do save you from junking
up the front end of the car with more lights, and from having to add a
bunch of extra wiring.
