Dumb question, Did you bend back the steel tabs awya from the 19mm bolt
heads?

Have you tried an impact wrench? You might try applying moderate and
focused heat with a propane torch. You might also bag the whole mess and
replace it with new-rebuilt hubs and remount with new calibers, pads, and
disks. You might also replace the ball joints at the same time if they
need replacement (cuts time down by about a half hour you don't half to
take the ball joints off and then put them back on).

I have banged and cut on all kinds of suspension and brake parts esp on
cars from the mid west and back east where salts are used during the
winter. When I have had the parts available such as a donor car (parts),
I found it much easier to just can the old parts.
