There ya go.
I assume by 'On' position, you mean 'running position', not start.
If so, 10.3V is WAY low for operating voltage.
WHen you crank the engine, that can drop another 4V or so due to the huge
inrush currents of thestarter motor (lie a coupla hundred amps).
I suggest looking at the battery/connectors/wires as a first shot.
