There is no water valve - the heater core is always hot. There are ducts
and flappers to allow air to bypass the heater core if no heat is wanted.

Probably the engine compartment, but it could go either way.

The cost of the core is peanuts compared to the pain and aggrivation (or
cost) of replacing it =8-O
