Intermittent Electrical

Hello all,
My '94 9000 Aero has been suffering for a while with an intermittent
electrical problem that is becoming less and less intermittent and more of a
problem. I first noticed that sometimes when I turned off the car, the dome
light would be very dim but when I went to start the car back up (either
immediately or later), everything would be OK, except some time the clock
and/or radio would reset. I at one point removed the battery and alternator
and had them checked only to find they were OK. Now, I am able to reliably
repeat the problem. Here's what I have observed:
1. I turn the key to the ON position but not all the way to START.
2. I have no 'idiot' lights illuminated on the dashboard.
3. When I press the brake pedal, the lights on the dash that should
illuminate now do so. I here some 'relaylike' chatter noise from somewhere
in the dash.
4. The clock has reset itself, and the radio asks for a code.
5. The car starts fine. Usually showing about 9.5-10.5 volts after starting.

It seems that a current draw causes things to come to life. Does anyone know
of some sort of relay that could cause this? Is it my keyswitch? I really
know my radio's code well by now but I never know what time it is.
