The window heater is a relatively simple resistive heater circuit. If it's
working at all, that means the swtiching, wiring, and fuse are at least
sort of OK. If it's not working well, that means there's a resistance
where there shouldn't be. Check all the connections, especially where the
heater is grounded. A bad connection should be plenty hot. You might also
check the resistance of the grid. What's the spec? I don't know, but look
at the fuse - say it's a 20 amp fuse, assume it's at most twice the design
current, implies (with a 12 volt source) about 1.2 ohms to give 10 amps.
if the grid measures something like 5 ohms, then the problem is in the grid
itself - perhaps the painted-on resistive circuitry has oxidized over the
years.
