Lack of Boost

Need some technical advise for my 1996 Saab 900 Turbo - turbo has been
troublefree but yesterday I had a period of no boost or very little boost.
Car has been well maintained with frequent oil changes, has 70K miles but has
been driven very little this winter here in Michigan.
I had replaced vacume hose to boost bypass valve. Only troubleshooting I did
was to hook a vacume source (Mityvac brake bleeder hand operated vacume pump)
onto boost pressure control valve. I had hoped to be able to actuate the
valve and move the rod to the wastegate. I was not able to get this to
happen.
Any suggestions?
