Changing the fluid will help only if the fluid itself is 'boiling'. You
can have 'fade' from vaporizing brake pads - outgassing and generating a
'gas bearing' between the pads an the rotor. Higher performance pads
and/or slotted or drilled rotors, or in the extreme, a larger aftermarket
braking system would be required in that case. In case the brake fluid IS
boiling, the the age of the fluid is not so important as the environment
in which the car operates. Many short trips (the brake system 'breathes'
as the ABS accumulator fills and empties) in a high humidity environment
can result in moisture laden brake fluid. The only way to be sure is a
'boiling point' measurement.
