Power Steerng Rack Problems

During the winter when it's pretty cold out, after starting the car, I hear a
whirring/groan. Thinking it was the starter motor not disengaging correctly,
the car got a new starter. This didn't help.

The mechanic thinks it's actually the power steering rack making noise
because when he turns the wheel the noise ceases. My car is an '86 900S and
the power steering rack is leaking slightly. I use a power steering fliud
(Lukas?) that is supposed to slow leaks, which it has.

Anyone have any experience with this type of thing (the steering rack making
noise during cold weather or with the use of stop-leak steering fliud)?
