In my opinion I believe that you're considering only a few of the many
variables involved in termining indicated versus actual speed. Rolling
resistance, road surface, and expansion of the tires due to temperature and
centrifugal force are just a few. These factors can not be measured
statically; a dynamic mesurement is required.

I've addressed the same problem by using a stop watch and highway mile
markers on a deserted stretch of interstate. I think I've factored out
variations in positioning of the markers by using distances of 20-25 miles.
A constance speed using the cruise control is part of this test. I like
this method because it gives me actual versus indicated speed the way
someone with a radar gun would see it. By the way the formula for
calculating actual speed is:
Speed (MPH) = Distance (miles) / Time (Total seconds/3,600).
