To quote a phrase, 'what we have here is a failure to communicate'. A
'recall' is a government mandated (usually initiated by the manufacturer
but sometimes by NHTSA) procedure which covers defects considered to be
safety related and potentially present over a range of individual cars (or
trucks) of the same make and model. There is considerable law involved and
registered owners must be notified by mail. A Service Campaign is much the
same thing, except the defect is not safety related, NHTSA is not involved,
and there is no particular requirement that customers be notified.

In your case, the car was subject to a service campaign. The engine
control computer for most if not all 1999 9-5 and Viggen models was not
built to spec. Consequently the circuit board was subject to corrosion and
subsequent failure. Dealers really should contact all the affected owners
in their data base and recommend that they bring the cars in for a brain
transplant.
