The later ACC units do indeed hold themselves 'on' for a while after the
car is shut down. This way, when you start up the car after a brief stop,
the ACC is in whatever state it was when you turned the car off, not its
'wake up' state. Consequently, the air temperature sampling fan continues
to run. You may be hearing that fan. Your 1986 9000 ACC does not work
this way - it shuts down when the engine is shut off.
